Summary SIGNAL is a public safety-lab UI. claimStatus: pilot. It does not claim full production-dialogue monitoring, 100% blocking of harmful content, or a finished third-party red team.

Science museums put a glass window on a running experiment. You can see the apparatus move. You cannot see every experiment in the building. SIGNAL is that window. It explains a safety policy and shows some aggregates. It is not a control tower.

The research question

The lesson is not “did SIGNAL stop every risk?” It is three questions.

Is this screen every production turn, or a public sample and aggregate?
Can you tell a live number from a not-yet cell?
Do you refuse to add Defense records to Stage posts as if they were one graph?

Answers in advance: (1) not the full stream. (2) that is why the Honesty panel exists. (3) that is why the tabs are split.
